Down Payment Assitance Program (DPAP)


The City of Azusa has passed a resolution to help low to moderate wage earners that live or work in the city to purchase their first home.  It has been designed to meet the needs of low-income and moderate-income families with the necessary down payment assistance of up to $120,000. This program will provide a 2nd Trust Deed loan at 0% interest with all payments deferred until sale, transfer, refinancing, or full repayment of the first mortgage. Not all applicants will qualify. Coldwell Banker David Steven Company has been selected to administer this program for the city of Azusa. All applicants will be prescreened by our counselors to see if the basic qualifications are met. Qualified applicants will submitted for consideration to The City of Azusa for review by a loan comitee and final selection. Funds are limited, program is available only until the funds last.

General Eligibility Guidelines

  • Current resident of Azusa for at least 
  • Current Employee in Azusa
  • Must meet low to moderate income guidelines as established by HUD
  • Must not have owned a home for the last 5 years
  • Must apply for and meet CalHFA loan standards
  • Must apply for (MCC) Mortgage Credit Certificate
  • Must occupy the home as principle residence
  • Buyer must contribute at least 5% down payment
  • 2% of Dwon Payment must be Borrowers own funds
  • 3% of 5% downpayment can be in from other downpayment assitance programs such as CalHFA...
  • 8 hours of homebuyer education is required
  • Price limits apply
  • Income limits apply
  • Legal US Resident or Citizen

Pillars of The Community include:

  • Full Time Credentialed K-12 teachers, counselors, vice principals, principals of Azusa Public Schools
  • Full Time K-12 teachers, counselors, vice principals, principals of Azusa Private Schools
  • Full time registered nurses and vocational nurses
  • Full time police officers
  • Adjunct professors of Azusa Pacific University and Citrus College
  • Full time firefighters
  • Individual who have a graduated from an accredited four year college (3) three years prior to their loan application.
